Please file a bug report at http://bugs.php.net/report.php about the issue.
Not that I have any idea about the installer, or windows for that
matter, but I know for a fact bunch of users are using the installer
just fine - please verify that your webserver is correctly setup
before filing the bug report. Any and all error messages you encounter
would be good to include in the bug report too.
