Ofcourse it works. The bundled "compiler" is the official PHP distribution.

There are *lots* of free and open source IDEs out there,
http://www.eclipse.org/pdt/index.php this is
probably the most used
(free and opens source) by enterprises.
A quick netsearch of "PHP IDE" should give you a good chunk of IDEs.
