This could be because the poster of the example bug report used
ISO-8859-1 as default encoding in his/her browser. Watching my bug
report in ISO-8859-1 will give æ, ø and ÃÂ¥ instead of æ, ø and
Ã¥.
Same as the example in ISO-8859-1 displays as "�", "�"
or "�" in UTF-8.

bugs.php.net seem to use character encoding iso-8859-1, but does not
specify it anywhere unlike www.php.net which has a meta tag specifying
UTF-8.
<meta http-equiv="Content-Type" content="text/html; charset=utf-8"/>
bugs.php.net only has the following in header:
Content-Type text/html
Should be
Content-Type: text/html; charset=ISO-8859-1
or should include a tag
<meta http-equiv="Content-Type" content="text/html;
charset=ISO-8859-1"/>
Or maybe it should be UTF-8 ?
