There are two copyrights there, the original ones from authors at
php.net and
the copyright of the translator.
They should at least have a note pointing to php.net
I think it should have the consequence of them receiving an email from a
php.net
address kindly asking them to contribute their docs.
It probably wasn't done with malice.
