I use OmniHTTPD (latest) with PHP 4.0 (latest) on my laptop and setup
couldn't be easier. OmniHTTPD is shareware that is only crippled by
expiration (but new copies are always available with later expiration
dates). Check out www.softseek.com and search for OmniHTTPD.
It will work with PHP 3 as well, likely.
