You do not have a comma between your parameters.

Should be:
$fp = fopen("data.txt", 'rb+');
Also, the parameters to fclose are as follows:
fclose($fp);
Hope this helps.
If not, try:
<?php
$fp = fopen("data.txt", 'rb+');
if ($fp === FALSE) {
echo "It failed!!!";
} else {
echo "It worked!!!";
}
fclose($fp);
?>
This will test the connection to see if it worked.
Have fun...
