Are you trying to use a hostname or an IP address? If you have
no DNS server available to you, set the ServerName to either
you machines IP address or "127.0.0.1" (loacalhost). With a DNS
server available to you, you can use a Fully Qualified Domain
Name else IP only.

I agree. My setup is Apache 1.3.12, with PHP 4.02. It works. I
can get Apache to resolve my local machine and a dynamic
host name. If you need further help, feel free to email me.
Read the section in the Apache manual about VHOSTS.
