I want to say thank you to the people who responded and offered help. However, the problem was caused by a silly error on my part. I had problems with the original installation, and so reinstalled. At that point, I had two configuration files, the current one and the default one. Windows has 'Hide known file extensions' on by default, so I couldn't see which was the default and which the current. I just assumed I knew which was which and started making changes in the default file. For some reason, this didn't fix the problem ...
Apache now runs exactly as advertised. As usual, the problem was an unfounded assumption.
