It will not gripe about a ; unless you go into another function/command.
This is fine:
## BEGIN HTML/PHP ##
<? echo "Hello" ?>
## END HTML/PHP ##
That is OK if that is all that you have on your site, period. If you have
other PHP or html, then you will need to end the line with a ';'.
