I've only committed this against HEAD, shall I merge it into the 4.2.0
branch as well? It is very useful for easing cross-platform issues
(environment variables for Win32 services are a hassle) and also allows
for relocatable installation directories. I personally want it so
I can set up a php.ini in my apache's conf/ directory and reenable
the "register_globals" parameter.
