This is a new feature and those don't get merged into the release branch.
Another note: as of a few days ago the override should work with files as
well, so it would check if the specified string is a dir. If it is it opens
php.ini from it. If it's not it tries to open a file with that name.
It was added to add support for cli/cgi -c command line option.
