Have you considered adopting Sourceforge? No, I don't mean moving PHP to Sourceforge but rather downloading Sourceforge code and use it to host PHP projects. It's simply the best thing ever developed on the Open Source world to manage multi-project/multi-user development environments. Things like managing accesses to different CVS repositories turn into a breeze. There are still a few things that I would like to see in Sourceforge, but if PHP developers start using Sourceforge software too, I'm sure they will also want to contribute with more features and modules that are needed so everybody will benefit. (Please, at least for once, think about this for a while before saying no to yet another suggestion that I make to improve PHP development).
