Dependencies all broken?

I just tried to compile the latest CVS, and zend-parser.c errored out with
about two thousand errors. They seem to result from ZEND_API being
undefined. My first step of figuring out what was going on, was to check
zend_config.h, which I was surprised to find included just this line:
#include "../php_config.h"
It definitely didn't use to be that way, and I guess it got changed during
the build changes, but it can't stay that way. The build of Zend has to
stay independent of its container, and can't include anything
from PHP, including configuration information (even if it appears
to cause duplicate information; PHP can rely on Zend, but not
to the recent changes you committed today? If so, please roll them back.
