I built in exactly the directory structure produced by the automated
snapshots.

I _DID_ cd php4. To recap, here is what I did. Note the third line:
rm -rf php4 libzend TSRM
tar xzf php4-199912171603.tar.gz
cd php4
./buildconf
autoconf
automake
./configure
make
