I would think that solution is doable, but what is the difference between that
and ODBC? ODBC is a liason between the app (PHP) and the DB (FMP). That would
be a platform specific solution to PHP's support for FMP if you were to use
AppleEvents. Also, how does this all change with OS X? I don't know how bad
the ODBC is on OS 9 using the FMP Server, but I am sure ODBC performance will
increase significantly with OS X because you will be able to run ODBC for Unix.
Maybe you can develop an ODBC solution and by the time your is ready you can
delpoy on OS X running Apache/PHP/FMP/ODBC all on the same box.

Why is this, because of a bad ODBC implementation by FMP or bad ODBC on MacOS?
