I will just go in and fix it.
As I see it there are 3 simple fixes:
1.) Very simple
Copy the bugs.php page
Call the copy dev_bugs.php
Have this copy default to the developers interface
Have bugs.php default to the user interface
2.) Still Simple
Add a few radio boxes under the 'Edit bug number' line.

Using [-] User Interface [ ] Developer
3.) Graceful
Modify the existing authentication setup so that the user field is always
present and accepts an email address.
If the address ends in php.net, then remove @php.net from the login and use
CVS login data. If not, then match the address against the address of the
original poster and check the password set by the user when they submitted
the bug report. Matching the email address of the user is not really good
for anything. It is there for everyone to see in the initial report.
However, if we decide to do anything with the email addresses later on, it
is better to have people in the habit of having to validate them.
I am leaning towards 1 today - I am feeling very lazy and tired. :)
