The only reason I can (possibly) foresee enforcing the use of the <?php
?> tag is for future editors. If <?xml ?> becomes the standard, many of
commerical editors may decided to be functional with php code only with
the <?php ?>. There doesn't seem to be any solid evidence to support
this idea/claim though...
But this is a (sore) topic often discussed in the php-general mailing
list. Although most of it has to deal with lack of vendor support at
this time of PHP tags in general.
I would tend to be in more support of your suggested option #2 then
defaulting short_open_tag to off.
