The suggestion was to make <?<space> a valid PHP open tag, but
<?<non-space> an invalid one. Thus <?echo would not be a valid PHP tag
unless it was rewritten as <? echo
So if we are going to do anything here, I don't really see anything other
than perhaps catching <?xml<space> and ignoring that.
