Oh well, I wrote the description just for me originally, because I tend to
forget the most important things ;)
2.0.3 refers to the current CVS which will eventually become 2.0.3. The
/etc/sgml/sgml.env mechanism is only available there as of now.

Well, I've tried it multiple times with the instructions from that file. It
has failed always.
