Allowing scanners with different licenses to co-exist isn't a very viable design goal.
If it was a piece of absolutely necessary piece, plus it was as complicated as nuclear simulation software, adding this workaround might have been justified. However, it's not all that necessary (it is necessary, in the long run) and it's also not very complex.
With the eye in the foot metaphor I didn't mean that it would make it difficult to talk, just that it's not where it belongs. For that matter, you could place it on the palm of your hand.
