Almost all extention should/will be moved to PECL, since there is no point manging module under php4 source tree that aren't strictly required for building PHP. Standard module should be in php4 source tree, but all other modules that can be moved including session/xml/mbstring/etc should be moved to PECL. We can package some popular modules when we pack distribution, anyway. We shouldn't disable new module release simply we are managing source code under php4 source tree.
be only PECL, then PHP5 should be released when PEAR/PECL will become a "stable platform" (and not beta-status).
