I would not agree with this, by moving extensions to PECL you get the
problem that they may not compile with the current (CVS) PHP tree.
Managing compability would be worse. I don't think that would be a
problem for for example the mysql extension, because it is maintained
wel, but for things where the extension is not maintained, it would
get obsolete very quickly.
I would also like to stress that I don't like moving core extensions
(which are used a lot) to PECL. IMO it has no use to move the
MySQL/XML/Session extensions there, they are clearly a part of the
'core' in PHP.
