We don't want too many roadblocks here. A large part of our success has
been our accessibility and the relative ease people can join the project.
Over the years I can only think of one incident where someone complained
about a *@php.net person using his address inappropriately, and in that
case the person was actually an occasional contributor, so this wouldn't
have helped in that case. And yes, there probably are quite a few people
out there who use a php.net address without having contributed anything,
but unless they make asses of themselves this doesn't really hurt us in
any way.
I am not keen on putting too many hurdles up front. My main concern here
is that people who wish to help out get in touch with the right people to
begin with.
That doesn't mean we can't go through and clean out old stale accounts. I
am working on a plan for doing just that, but that is not really specific
to just the phpdoc project.
