Who is they? Assuming they are management, do they have a bullet point
list of reasons why they want to move to Java? (I'm trying very hard to
avoid remarks about basing policy decisions on trade magazine articles,
here)
I'd suggest in your attempt to counter the move to Java, you recommend
instead updating your apps to PHP4 (Which may not actually involve any
work, but that's just a matter of testing) so that you can take advantage
of all that PHP4 goodness (Better speed, optimizer, etc), and what is to
come (Compiler, other Zend toys).

And from the sounds of it, doing so would be silly. If you're talking
about 100's of intranet applications, that implies to me that they are
100's of relatively small apps. This is not even slightly what Java is
aimed towards, so from my perspective rewriting all that code in Java
would be overkill. PHP, on the other hand, is about the most perfect
small app development environment you could ask for. It's there with all
the extensions at your disposal, no compiling or environment configuration
to worry about.
