fgets to port 110 won't work

Greetings,
I am attempting to setup a web based email but am having problems
accessing port 110. fsockopen successfully opens a connection, but any
access to the connection with fgets just hangs. Even an feof to the
connect just hangs. It never returns. I can telnet into the port and all
of the Pop3 commands work just fine. I can fsockopen to port 80 and send
and get back http stuff. It just seems that 110 will not respond.
I have used code based on pop3.php script and have written a simple
script such as the following:
$connection=fsockopen("[set to my host]",110);
$line=fgets($connection,1024);
what follows isn't relavent because it just hangs on the fgets line.
Does anyone have a clue as to why this will not work for me?
Is there some configuration in Linux that I need to do first for this to
work? Is it a permission thing or what?
