No but since this is something that should work well in 3.0.8 and up I

Yes. It does open the port.
As I stated I am using a variant of the POP3.php library. This is used
in a variety of web mail scripts that are available. In fact it was in
attempting to get one of those scripts running that I found this
problem. After digging down into the script I discovered where the
problem exists.
I have added the &$error_number and &$error_desciption variables to the
fsockopen call just to be sure but it always reports that everything is
opening just fine.
However any attempt to read with fgets just sits there. As I said I have
verified using telnet that the opening of the connection returns the
expected +OK ..... but I can't seem to read it in the PHP script.
