well, when you include() it, the cookie wouldn't be set because the
browser hasn't had a chance to send it yet.
one more thing to try is your GPC order, could a post value be
sneaking in there?
On another_file.php try something like this:

echo "cookie =>".$HTTP_COOKIE_VARS["admin_cookie"]."<br>";
echo "non-cookie =>".$admin_cookie;
?>
