When you include another script, and this script has any HTML being
outputted (like whitespaces or normal tags), PHP sends the cookie along
with it to the browser, so the cookie is set with include(). That is, if
the file you are including outputs anything to the browser, and my script
does :)

I thought of that for two seconds a while back, but again, there is
another section of this site that uses cookies, and I don't use
$HTTP_COOKIE_VARS in there, and it works.
