GNUPG and PHP questions, first time

I'm using GNUPG for the first time and I'm following the PHP Essentials book
by Julie Meloni. The ISP (who suggested we use GNUPG) has never used it
before either. I was wondering if anyone could confirm the following.
To identify the PHP User to add to the keyring and to set the GNUPG
environment I called the phpinfo() function. Should I use the Environment
variables from the report that was generated; ie 'user' and 'home'?
Also, does GNUPG have software to generate keys and decrypt for Windows?
