send email from local machine?

Hi and happy new year to everyone.. I have a php email auto responder routine which works well, from my isp web site. However; when running apache and mysql servers in my local win32 machine, but still connected through my dial up to the isp, when I run that same email routine locally, it crashes.. What am I missing? How can I send email out of my locally run program, the same as it does when it's on the isp site. Thanks. Floyd --
