Something like Textpad (http://www.textpad.com/) is cheap and includes syntax highlighting for dozens of languages (along with completely configurable editing options for each language), clipping libraries to store code snippets in and, most importantly, is a generally wonderful editor. The nice things is that instead of being PHP-centric, it's a good editor for almost any text (or binary!) editing task so I don't have to put up with one editor for PHP, one for Cold Fusion, one for SQL, one for HTML, one for C++, one for Java, . . . you get the picture.
