What's more common: CGI or module installation?

Hi.
I want to be able to break out of an .html document and do some PHP stuff.
I'd like to write something like:
<!-- test.htm -->
<HTML>
<? echo "Hello, World!"; ?>
</HTML>
My host server has the CGI version of PHP installed and so they say they
can't support what I want to do. I like those guys and I don't want to leave
them, especially if their installation is rather typical of most servers.
The book "Professional PHP Programming" highlights the pros and cons of each
and I can see the logic of their choice.
How would you have proceeded in your installation?
Is there an alternative way to break out of an .html document?
