Deciding on a version and/or allowing a configure switch change to override the default version found is something configure.js and ./configure would need to handle. I have patches for the windows build system that allow the user to override the found library version, but that can easily be taken out if you don't think it's a good idea. And yes, the generator patch has absolutely nothing to do with php version - only gtk library version :)
