Hi,
I think you missed some points! I cant remember the exact
directory you have to put the php.ini, but i think you choose the right
one :-), but:
1 - The easy way is to look for a php.ini (even from
another SO) and modify it to your needs. The file is commented so you know
what every option do.
2 - the include dir is the directory where you will put the .inc
(or even the .php/.php3) files. And they usually reside somewhere under
the apache root (if you are putting the .inc files together with the .php
files just put a dot in the option, like I originally sugested to you.
3 - You compiled the apache with a buit-in php module (good... I
was lazy... just compiled the module), so there isnt a executable php.
If I'm not wrong you can put the php.ini together with the
httpd.conf (not sure although)

Try to do (if you didnt) a <?php phpinfo(); ?>, so you are sure
that php is working. (but the error msg is almost telling this :-) )
