Asking questions by itself is not a problem.
It only becomes a problem when those questions are taking up a lot of
other people's time and making it difficult to even follow threads on
this mailing list that it becomes a negative effect.
And this RFC seeks to stop disruption, so that the mailing list can be
productively used as the main communication for developing PHP core.

But please could you start a separate thread so that people can follow
