Windows as a platform is different from Linux/Mac in several aspects: in
how easy it is to obtain binary (without php.net ones), how easy it is
to build one and how easy it is to an average user of the platform to do
that (building the binary from VCS version), and how much of the
platform the binary would cover when built. In combination, I think it
makes sense that we have Windows binaries but not, say, Linux (which
Linux?) binaries.
