Would you please put it directly under the Security heading then with the
new date of December 18th? I understand that the security issue is of course
higher priority.
Most newsreaders decide on wheter an entry is new, based on the resource link provided. Wherever I put the news item, the resource link will still be the first link in the announcement, which is the phpwest.com address. Therefore I doubt that this helps you in pushing up the news item in readers, and that this justifies that first time in history we break our rule and publish a news item out of the date order.
Is just that the old date and posting of the 4th does not allow people to
get informed that speakers have been announced as well as the remaining 8
days for the early bird special.
Have I said that it was too early to post that news item? Have I?
From personal experience, I completely overlooked the adjustments made to
the posting as I overlooked the post and thought that it was the same.
Here is the new version:
Would you mind sending a *diff* next time? It gets time consuming to reedit and reedit what you send in again and again.

Vancouver (Jan 14)</h1> <p> <span class="newsdate">[18-Dec-2004]</span>
<a href="http://www.phpwest.com">PHP West</a> is holding a conference on
January 14th, 2005 at the Vancouver Planetarium providing a great
environment for the promotion of PHP within the Vancouver area. With the
high impact level of speakers <a
href="http://www.phpwest.com/?s=schedule">scheduled</a> for this event, you
can look forward to in depth talks from <a
href="http://www.phpwest.com/?s=speakers">speakers</a> of the likes of
Rasmus Lerdorf, Terry Chay, John Coggelshall, Ilia Alshanetsky, and Cal
Henderson speaking on a wide array of topics focused on Web Services.</p>
Seems like you have no changes so far. I tried to take my time and compare this character by character with the news item in index.php, although you use different wrapping and whitespace here, so I needed to do it manually. It does not seem to be changed, except the title of course.
The only typo I spotted in this part is not fixed with this update however, and it is John's name, which is Coggeshall and not Coggelshall, as you provided before.
<p><a href="http://shop.phpwest.com/product_info.php/products_id/28">Early
Bird Specials</a> are in effect right now, tickets are only $40 for the next
8 days! Due to limited capacity for this event we recommend you register
soon to reserve your seat.</p>
I have intentionally edited the number of days out of the news item. I am not about to modify it every day. No.
You have a dozen of examples to see on the form of announcements we put on php.net. None of them do countdowns, none of them have links on every word, none of them have repetitive links... I am getting to feel that I am imposing impossible to reach limits on you, but whenever I look through the announcements posted before on php.net, I see that the guidelines I am trying to provide and I am following with my editing work are common in news items posted before, regardless of who posted those news items.
