Maybe doing that thing that the downloads page did at one time that
shows the closest place to download php from and redirect them to that
mirror site. Also maybe keep and array of which servers have enabled
the MySQL mirrors would be an idea.

I suspect that it does get used due to the amount of hits that my php.net
mirror gets. I think that people tend to use the "main" mirror more because
of the fact the manual notes are there?
