pearweb irritations

While setting up pearweb locally, i run into a problem with HTML_Form.
Pearweb requires this file, i found the html_form.php - nice - renamed it to Form.php and copied it into HTML of my PEAR dir. Works for the first time, but after browsing though the site: ...function add() missing... ?!
Ok, i tried to find the Package, which provide HTML_Form, but found nothing - HTML_OOH_Form provide a Form.php, but seems not to be compatible and requires a lot of work to renaming.
Hm, i found a 'old' HTML/Form.php in an early PEAR dir (PHP 4.2) and it works! I compared the files:

Irritating!
The problem: how can i setup pearweb locally, if i have no access to a file which is required, but nowhere getable (CVS doesn't count)
