The main reason is a time issue. People using a package from cvs does
not expect a lot of "real" support. A officially released makes users
expecting documentations, supports, and so on...
Most of us, including me, does not have actually enough free time to
support a official release of more packages.
I ve planned to release later this year. But I ve a lot of highest
priority to solve before.
Anyway, most of people use OOH from cvs, and that will not change their
life if I release it or not ;-)
