problem still exists in 4.3.1 and 4.3.2RC1 under Windows. :-(

Installing PEAR from scratch using the "go-pear" feature ends up in an
unusable pear.bat utility since the "pear/scripts" directory
(containing the required "pear.in" file) is not installed.
Workaround: copy from ZIP installation. But this won't do in 4.3.0
since pear isn't shipped even in the ZIP.
Hope this was not submitted before.
