I think also #21558 should be marked critical. It's about cases where PHP is not installed in c:\php4 directory, which seems to be hardcoded into the pear install scripts. If you install into another directory on c:\ (c:\php or so), or on another drive, some files are copied to c:\php4 anyway and the installation will be incomplete. There have been discussions about that on pear-dev and I think Christian Dickmann had been working on it - before he got lost.
