I think this topic is very critical. I was planning to talk about this
in the context of PFC RFC.
One comment though:
One packages are actually jointly developed for PEAR. Expecting
documentation there is kind of hard. Therefore we may need a dev zone or
the documentation requirement is limited to certain types of stati
(beta, stable).
Anyways, this topic is very important.
