While Martins system has not gone through a community wide decision
making process and I am not yet quite sure if I like this proposal I
would like to comment none the less.
No those votes would not be cosmetic. As PEAR grows so will the amount
of knowledge required to make educated decisions. I think this is
atleast part of the reason why Martin is suggesting such a system.
At the same time people with a pear.php.net account will see those other
votes and will take those into account. If there are a lot of votes than
this will move examination of that package up in the queue of things to
do. Even if the package itself is not accepted (for example because the
code is not structured well or the package should rather be merged etc)
a lot of +1 would show that there is a need for a package that does
something similar etc.
Anyways as I have said in my previous mail:
Currently PEAR believes that everybody is doing their best to make a
good decision. Also it expects that people only comment about things
they are actually competent in.
