If we choose the latest release, we have to decide which state should be used (beta, stable, rc,...). Imho, for the snapshots, we can use CVS snapshots. A different archives should be available for the official release, i.e. PEAR_Bundled_4.3.2. For PEAR/PECL, I think, we need more. I startet up building PECL binaries for many php-releases and also for all package-releases.
