My main comment here is that a monolith documentation system makes
a lot of sense for PHP but a lot less sense for individual PEAR
packages. When I install a PEAR package, I don't want to worry about
generating a new manual that now documents all of my installed PEAR
packages. I just want to view the documentation for a specific
package.
The DocBook format is not conducive to this goal (although I like the
flexibility something like reST gives us because we could generate
DocBook output if we wanted it).
