Ok it still sounds to me that Xipe is the place to put your ideas into. I don't have a problem with the "Lite" and "Full" variant of a package. So if you can work with Wolfram to make a Xipe_Lite which implements a subset of the Xipe API I would be all cool with your proposal.
I will take a closer look at Xipe and see if I can do with it what I did with File_CSV earlier this week (and kind of am doing now with Tavi and Text_Wiki).
I really like how you are explaining things so I am quite sure that you are capable of handling this with Wolfram (he might be short on time however but I cant speak for him).

But let me ask a question: It sounds like you are skipping the compiling part by doing the things that Xipe does when compiling manually.
I think your description is accurate. With Xipe, you'd use {$var} and {if...else...endif} in a template. Xipe converts those braces for you into <?php ... ?> tags and then saves that "compiled" version of the script in a "compiled/" directory, then executes the compiled script (not the source template). With Dummy, you skip all that and just write <?php echo $var ?> and <?php if()...else...endif?> in the source template itself; you have in essence pre-compiled the script. Dummy just includes the template script at display() and fetch() time, because the template is already PHP code.
So have you considered to simply write the Xipe compiled templates directly by hand (I am probably not getting something here, as I am just going by your explanations and not looking at the code - dunno if I will find the time to do so in the next few days)?
No, I think you're getting it just right.
Anyways all of what you are saying makes me believe you should try to look at integrating your ideas into Xipe and/or creating a Lite implementation of the Xipe API.
Perhaps Lite is the way to go. To repeat myself, though, I think the "spirit" of Xipe is quite different from Dummy, and that difference might not make sense when a developer moves from Dummy/Xipe_Lite to Xipe proper.
