For me, Validate is not really the place for this class. I'm +1 for
Finance_IBAN, but I'm also +1 for Payment. It perhaps doesn't "pays"
but it's indeed related to payments. For integrating into Validate, just setting an interface
method to IBAN::validate() and adding an optional dependecy in Validate would do the
trick.
