How about:
File/Ogg.php
File/Ogg/PEAR.php
File/Ogg/PECL.php
File/Ogg/Vorbis.php
File/Ogg/Vorbis/PEAR.php
File/Ogg/Vorbis/PECL.php
? This way you can include Vorbis.php and use it (no matter if the
PECL extension is installed and could be used).

Hmm, caveman wasn't part of my language courses up to now - but good
