Hm, I see...
I thought NCSA is kind of "dead" yet, and others are also minor,
so this feature "belongs" somehow to Apache software and I
concluded File_Apache would be the best name, but ATM it looks
more like the features will be implemented in other packages,
so discussion about the name will probably just waste time - as I
said ATM :) waiting for other comments, too ;-)

If it comes to File_HtGroup naming would be adopted.

Yes, however, keep in mind it depends upon Apache's
implementation not PHP's.
